Thank you for your comment! Sounds like an interesting project, can you describe the product you will be building with all these technologies?

Web Bluetooth is still not supported while your app is in the background (i.e. from a Service Worker), and the user needs to re-authorize the connection with the device whenever the app is opened. That said, there is a permission API and a scanning API in the works, and you can follow their implementation status on Chrome here.
