Currently, the Web Bluetooth API, as implemented in Chrome, does not allow this.

There is a draft for Web Bluetooth Scanning spec, however, it is yet to be implemented by browsers (there is a good chance that Chrome will be the first to pick it up). Also, you will need to get the user’s for scanning — see the Privacy Section for an explanation why.
