There seems to be some kind of support for ARCore in the Android Emulator. If you happen to have an iOS device, you can also test on Mozilla’s WebXR Viewer. Also, if you have an interesting use-case you want to prototype and are willing to pay for shipping, I have a Pixel phone with a broken mic (but otherwise working perfectly) that I can give to you.
